摘要:

种子是农业的“芯片”和农业现代化的基础，新品种权是种业领域的核心知识产权。为明确北京市农业植物新品种保护现状，对北京农业植物新品种申请授权数量、主体、推广情况进行梳理，并从实施的政策角度进行经验总结。分析发现，北京市农业植物新品种保护存在花卉创新不足、新品种转化水平不高、维权难度大的问题。针对这些问题提出相应对策建议。

Current Situation and Countermeasures of Protection of New Varieties of Agricultural Plants in Beijing

Abstract:

Seed is the “chip” of agriculture and the foundation of agricultural modernization, and the new variety right is the core intellectual property in the field of seed industry. In order to clarify the protection status of new varieties of agricultural plants in Beijing, the number, the main body,and the promotion situation of authorized applications for new varieties of agricultural plants were sorted out, and the experience was summarized from the perspective of implementation policies. It is found that there are some problems in the protection of new varieties of agricultural plants in Beijing, such as lack of flower innovation, low transformation level of new varieties and difficulty in safeguarding rights.Based on the results, some suggestions are proposed.
